Program Evaluation & Impact Assessment
TPMA conducts independent evaluations that help organizations understand participant experience, improve effectiveness, and demonstrate impact. Our approach combines quantitative and qualitative analysis to provide a comprehensive view of program outcomes. TPMA has led over 40 multi-year evaluations for high-impact programs supported by the U.S. Department of Labor, National Science Foundation, and U.S. Department of Education—delivering data-driven insights that improve outcomes, shape policy, and drive meaningful change.
How We Support Your Strategy
Our evaluation work balances rigor with practicality, ensuring findings are both credible and usable. Program and process evaluations
Our evaluations are designed to examine whether a program’s objectives were achieved AND surface how implementation played out, focusing on fidelity, lived experience, and both challenges and successes. This approach results in a better understanding of the “hows and whys” behind the program’s outcomes.
Performance and outcome measurement
While clients are often responsible for basic program activity tracking, including participation and completion numbers, TPMA evaluators craft data collection tools that help quantify changes as a result of program intervention. These quantifiable results are bolstered by qualitative data that provide in-depth insights into the reasons and meaning behind program impacts.
Qualitative and quantitative data collection
Qualitative data collection most often includes interviews and focus groups, along with any open-ended survey question feedback, but can also involve observation. Quantitative data includes direct program and participant data as well as quantified insights drawn from close-ended survey questions.
Continuous improvement recommendations
Recommendations are determined directly from collected data along with research into good practices relevant to the program. These actionable suggestions cover what should be continued or built on, what should be adapted, and what should be addressed to overcome challenges or barriers.
Reporting tailored to stakeholders and funders
In the evaluation planning phase of any evaluation project, the purpose and audience of the evaluation are considered. Evaluation research questions are created to ensure that the evaluation not only tells the story of the program and its impact, but also speaks to key questions from those invested in the program’s success.
