Niklas Tessmann
Senior Proposal Development Manager
I lead TPMA’s proposal development function, overseeing the full lifecycle of proposals each week across state and local government, workforce development, education, housing, and evaluation clients. My work spans everything from RFP screening and go/no-go strategy to win theme development, compliance, and final submission, with a focus on translating each client’s priorities into narratives that are both compelling and competitive.
Before joining TPMA, I spent four years as an Economic Development Specialist and Project Manager for a municipal government in Germany, where I managed business retention partnerships, led infrastructure and mobility projects, and launched the region’s first coworking space. That hands-on public sector experience gives me a genuine appreciation for what our clients are trying to accomplish and helps me write proposals that speak to those goals with credibility.
“The work we do at TPMA matters because our clients are trying to solve real problems for real communities, and a well-crafted proposal is often what determines whether a good idea gets funded or quietly disappears.“
