Job Description

Senior Proposal Development Manger will oversee a team of writers and the creation of winning proposals in response to RFP opportunities. Responsibilities will include, but not be limited to, helping review and make informed decisions about opportunities in the pipeline, identify high-probability business opportunities that align with company practice areas, and lead competitive proposal development.  Lead the development of winning proposals with associated budgets that ensure profitability, organize, maintain, and update resources, meet with potential clients including pre bids, create proposal content, material and graphics.  Maintain updated biographies for all staff members; and lead project teaming and scope development.  The Senior Proposal Development Manager will assist the Director with tracking data, report development, identifying trends, budgeting, and building efficient processes for the team while building strong teams necessary to scale and grow TPMA. 

Job Responsibilities

  •  strong knowledge of RFP and proposal process is required
  • Support and provide strategic guidance to writers at all levels 
  • Manage multiple direct reports 
  • Coordinates proposal process, following standard procedures, including planning, review, and production of statements of qualifications and proposals
  • Gathers and researches information to include in proposals, including teaming and budget suggestions, and project summaries  
  • Reviews, organizes, and edits proposals to improve clarity
  • Provides final quality control check, including proofreading for concept, RFP compliance conformance to established strategies, plans and appropriate budgeting 
  • Verifies complex technical solutions, strategies, and themes are easily understandable, readable, and compelling 
  • Previous experience with the creation, maintenance, and development of CRM databases is desired  
  • Updates leads, resumes, project descriptions, resources, and text libraries on SharePoint  
  • Collaborates with Directors, Managers, and Associates in the proposal development process 
  • Coordinates and conducts client development research. Includes relevant consultants and writers when applicable 
  • Engages Senior Management to obtain necessary information and commitments for specific pursuits  
  • Coordinates with the writing team to develop, research, track, and follow-up on leads  
  • Participates, and in some cases leads, strategy sessions to identify winning themes, evaluating methodology, partnerships, and marketing opportunities 
  • Must be a self-starter with the ability to manage multiple priorities and possess strong organizational skills
  • Must be able to independently manage a challenging workload when faced with unexpected changes in priorities and deadlines  
  • Coordinate with sub-contractors and continue to build a bench of qualified contractors and partners
  • Handle administrative aspects of the team with a focus on the day-to-day team duties  
  • Assist the Director in enforcing their plans, developing new team plans, and communicating updates  
  • Drive flow of communication within the team  
  • Provide resources, systems, policies, and information to create a successful environment where writers and all Associates can best serve our clients and partners  
  • Aid in defining profitability standards and policies while making necessary adjustments to budgets as those standards are refined
  • Conduct quarterly associate evaluations and help the Director with yearly evaluations  
  • Organize and lead weekly meetings with the team to communicate and enforce plans established by the Director  
  • Identify, develop, coordinate, and implement professional development for the team 
  • Ensure accuracy and timeliness of payroll/timecards  
  • Approve and manage time off requests

Success Criteria

  • 5+ years’ experience in consulting on the design and delivery of projects, collecting and analyzing qualitative and quantitative data in complex organizations and communities, and/or working in a related field
  • 3+ years’ Leadership experience managing teams while driving program delivery and organizational success  
  • Embodies and exhibits TPMA values
  • Project management skills developed through prior project ownership in any field  
  • High level understanding of Economic Development, Workforce Development, and Higher Educations projects  
  • Strong written and verbal communicator that guarantees clear delivery and understanding of information  
  • Visionary thinker with ability to project future needs based on past and present performance  
  • Demonstrated attention to detail and ability to multi-task and self-prioritize 
  • Excellent computer skills – Intermediate to Expert level in MS Office Suite and Adobe programs required
  • Experience with Canva preferred
  • Maintains understanding of project profitability

  • Demonstrates a high sense of urgency to communicate challenges, offer solutions, and deliver results 
  • Previous consulting experience considered a strong plus
