colleges for their recent $20 million federal grant awarded under the Trade Adjustment Assistance Community College and Career Training initiative, or TAACCT. The state's community colleges developed a statewide consortia approach and will create new and enhance existing efforts to quickly retrain laid-off workers for jobs in high-demand fields such as energy, healthcare and advanced manufacturing. </span></p> <p class=MsoNormal style='mso-margin-top-alt:auto;mso-margin-bottom-alt:auto; background:white'><span style='font-family:"Georgia","serif";color:black'>Thomas P. Miller and Associates assisted the consortia in developing and writing the successful grant application. Community College of Philadelphia will lead the consortium; the colleges will work with the Pennsylvania Department of Labor and Industry, industry groups and more than 25 companies, such as Exelon Generation and Nestle Purina Petcare, to retrain residents for careers that have been identified as having a high demand for skilled labor.</span></p> <p class=MsoNormal style='mso-margin-top-alt:auto;mso-margin-bottom-alt:auto; background:white'><span style='font-family:"Georgia","serif";color:black'>The 14 community colleges will work together to develop standardized and customized courses aimed at meeting the labor needs of area businesses and industries, with a goal of quickly creating a skilled workforce to meet regional labor demands. Rising Chinese wages, higher U.S. productivity, and a weaker dollar were among the factors contributing to the decline in the Chinese manufacturing advantage. According to the analysis, wage and benefit increases of 15 to 20 percent per year at the average Chinese factory will slash Chinas labor-cost advantage from 55 percent today, to 39 percent in 2015, when adjusted for the higher productivity of U.S. workers. In addition, transportation, duties, supply chain risks, industrial real estate and other costs also help minimize the cost differential between the two countries.<br> <br> The report recommended that American companies undertake a rigorous, product-by-product analysis of their supply networks that fully account for total costs, not just factory wages. The report notes other factors leading to an American renaissance in manufacturing.
